of men forced to penetrate is the key word there. it's not of men forced, overall. also you are citing one singular statistic from that CDC study while leaving out the fact that the thing in question is much much rarer than male-on-male sexual violence- 93.3 per cent, according to page 24 (34 on the PDF).

"It happens as often as women are forcibly penetrated. 1.1% of men suveyed by the CDC reported being made to penetrate in the prior 12 months. 1.1% of women surveyed had been forcibly penetrated in the prior 12 months." the CDC source posted by the OP says that 1 in 71 men surveyed report some form of rape, while 1 in 5 women do. and of those men, 93.3% claim other men as the sole attacker - pg. 24/34 of this study.
