The best advice I can give you is "just fucking do it." If you want to talk to girls, talk to girls. If you want to greet random people on the street with a big smile, go walk around town with a big smile. The only thing stopping you from doing what you want here is yourself. Just keep in mind that if it doesn't go well with one girl, there's will always be plenty more girls out there. There'll be more times you mess stuff up, but that's the only way you'll learn and get better. Don't be too harsh on yourself about failing. I've had much more success with setting up a date by calling her, rather then texting/IM her. It's a lot easier to figure out when it both suits you, and I guess it's less easy to decline.
