It depends on whether they would date someone outside their race. If the answer is “Under no circumstances would I ever date a member of race x,” then that person is racist. A person can be Jewish by ethnicity and/or religion, so it depends.

No, that’s my point. A lot of Mexicans can speak English, so it makes sense to just say “English speakers only”. Saying “No Mexicans” communicates that you refuse to hire Mexicans, even if they can speak English.

That’s somewhat of a contradiction. A genuinely non-racist person would consider all races to be equal. So they would not have a desire to racially discriminate against anyone. They also wouldn’t conflate race and culture. It would depend upon what someone means by “culture”. Lazily using race as a proxy for other qualities is still racism. It would be like if a business on the border needed an English-speaking employee. And so they posted a sign which said, “HELP WANTED. If you were gay or bi or something else, yes. But because you’re straight, you’re refusing to date all men, regardless of color.
