The college degree is almost useless unless you study infrastructure security or data models/design, things like that. I was a year short of a CS degree, I realized in three years I had learned nothing new. I switched to accounting/MBA just to diversify a bit more across business topics. But yes, if you learn enough and can demonstrate that you can code something in PHP well enough to modify WordPress templates and are resourceful enough to hire a designer to do the graphical work, you should be able to.
