It cannot be in order to be a viably beneficial system for men.I've always thought that there should be a comprehensive test that determines both voting rights and candidacy for political office. Categories might include logical reasoning, conceptual understanding of a wide variety of philosophical ideas, understanding how events in the past have affected the government and citizens of today, etc. I would hope it to be rigorous enough that only 5-10% of the population could pass.
