I suppose it depends on what actions are encompassed by "kind". Being capable of kindness is generally a positive trait, but being excessively kind all the time can come off as being gullible, naive, etc. and be viewed negatively. Also, being unkind can be taken as "playing" with someone or flirting, which is generally not taken poorly until it's excessive (another term that's prone to subjective interpretation).

I'm ambivalent about laws and regulations over it but I think a coin op dispenser in the lavatory is a simple solution that pays for itself.
