Yes, only once population reached a critical point did the breeding seize. I think you missed the word “proven”, which is meant to implicitly say beyond a shadow of doubt. Take for example Brock Turner or those Vanderbilt football players (caught on video), of course the standard of proof should be high here such as video proof like in the Vanderbilt case, clear indications of violent assault, and of course perpetrator’s admission.
