I've definitely heard way too many people use that as strategic phrasing so that people to agree with them "ah, yes non-sentient statements can't be racist." Peperspray can hit multiple targets in close proximity and is non-lethal, which prevents any legal liability. You can totally scare someone with a gun, but it's also a risk of killing someone. It's better for hitting multiple targets in close proximity and you have less of a lethal risk.
