It isn't a matter of conspiracy. It's a matter of definitional and economic and political reality. Poor peasants aren't wealthy or educated enough to form governments. They don't have to time for such luxuries because they have to work and they don't have the knowledge to create such institution. So naturally, it's the wealthy that forms government. Whether it is england or the US or china or india or whatever, it is the elite/wealthy who formed governments. Not the peasants.

It seems a civil action could argue that actual father is causing financial father fiscal damage by refusing to step up and support his biological offspring. I'm not sure if that is possible. Especially when the government itself has weighed in on it. There has to be a legal remedy to this bullshit. Nope. The only way to change it is to change the law and the way the judges rule.

It seems to me that the guy could sue the actual father. He can't because legally "the actual father" is not the "actual father". The government says you are the actual father, so the biological father can't be the "actual/legal" father. Once the government says you are "it", you are "it". You have to first convince the government that you are not "it" before you can go after the father. But then, you can't go after the father because the government is taking your money. You see? Sure. That's what it should be. But the state is lazy. It doesn't matter to them whether they steal your money or the real father's money. They just want the money. And many times it takes time and effort to find the real father ( if at all - could be dead, fled or whatever ) and it might not be possible to get money from him ( unemployed, broke ).
