It seems creepy because your brain starts to naturally assume they're more alpha. As long as you are both making eye contact, they're gazing at you just as much, but you don't feel like they're creepy. Like others have said, there's little difference between the first time reaching over her shoulder and a kiss. Just go for it and it's likely to work. If she does the head turn for a hug it's not looking good but if I'm feeling cocky I just blatantly say "that's not good enough" and go for an immediate retry. As someone who suffered badly from EA, I've learned it's way easier (and more rewarding) than you imagine to make a move. Also, if it's just the two of you, she knows what's up and is anticipating your move. Finally, if you make a move and it's rejected, you're not screwing things up, they were already screwed.
