I know of an incident back in the early 90s in Philadelphia where a group of teen aged hoodlums set a homeless man on fire, murdering him. Just went through this with my parents. The surviving spouse gets the larger of their own benefits or the deceased spouse's social security benefits. In my parent's case, my dad worked for a police department whose pension system did not include SS. So he only earned SS quarters for his employment before and after his 30 years service. Every federal criminal statute has a maximum sentence written into the law. I have rarely, in 26 years, seen someone sentence anywhere near the max, and those were usually drug kingpins with multiple murders committed on their behalf. My agency spent a couple million dollars revamping our fitness test, with harsh penalties (up to dismissal) for failure. It was ti be implemented for all LE employees (up to the mandatory retirement age of 57) with a one year penalty free evaluation. Some variation of this theme has been the excuse for not punishing false accusers for as long as I can remember. I guess in the end, it is just OK that this kid will have lifelong scars from false rape accusations.
