If "hey" with a smile doesn't work when approaching a girl, the guy must have some kind of sinister demeanor, or he's punching well above his weight (ie. doesn't pay attention to his own grooming and physique, but is superficial about girls' appearance). I can't imagine why any general friendly approach would fail repeatedly, unless the guy's idea of friendly is totally warped, or he's a slob.
