I live in miami and go out regularly. I rarely see successful guys spinning girls they just met. The times I do see spins, the guy is always fat or ill dressed or has some sort of personal thing he should have worked on before trying to spin a girl. When they do spin, it's usually awkward as fuck, and ends poorly for the guy. If getting rejected over and over is your goal, then by all means, follow this method.

I think the problem in your syntax is "if" versus "when." Yes, you should hold eye contact with any girl you find attractive. Smiling is good, but not just any smile. You want your smile to say "oh hey there, I see you noticed I was noticing you." Also, I find that sometimes you can catch girls looking your way out of the corner of your eye while you are doing your own thing. Then you can "catch" them by panning your vision their way until you hit their eyes.

I believe that the difference between some sexual harassment and flirtation is whether or not the girl is attracted to you. Unless you're super creepy (and you should be able to tell if you are), you should be able to get away with one joking comment without drawing a lawsuit. I've always thought "friendzone" was a clear euphemism for "not sexually attractive." No guy is to every girl, but you can certainly do things (dressing well, working out, or simply acting more confident) to increase the number of women that find you sexually attractive. Girls are attracted to guys that are dancing because the music makes them move. So figure out how to look good doing the 2-step.
