1	Does this count? The fact that they are willing to steal but not murder. Its kinda like that PETA ad meme, where do you draw the line. 2	Does this count? I ran a store in a rough neighborhood. When the cops come to arrest you 9 times out of 10 you don't even get jail time. First offenses will get an ACD ticket, maybe some sort of community service if the judge has a hard on. Second offenses collect fines and probation. It usually takes a good 3-5 before you start looking at any jail time and even then its always in less then a year. A halfway decent public servant can typically get you no jail time.
