When cops are assertive and come out as rude for taking control of the situation they are abusing their power and having power trips. When they are calm and gentle they weren’t leading the dance. The cop was doing his job while keeping the situation calm and under control. The cop did nothing wrong here, doing his job and public service. This is 100% on the lady.
