Okay let's assume by high quality children, you mean raised well and not complete failures in life. Well, that depends on a lot of things and neither of these two options guarantees it. Ultimately it comes down to what lifestyle you want and what duties suit you most. Career woman vs Housewife are two extremes, surely you're leaning to one more than the other. Also keep in mind that a woman who starts making children in late 30s is not likely to have 3 of them (but, adoption exists).
