Yup my wife had to sign an agreement. I was pretty angry. Not that she didnt do it or wouldnt but the fact I needed her permission. The LtCmdr actually had a pretty reasonable conversation with me about this. I wrote my Congressman about it but never heard anything back. I would think with the drain on resources that dependents are in the military they would have an express lane set up for this procedure.

Best decision I ever made. I wish I would have gotten one when I was 19. Stupid Navy regs wouldn't allow it so now I have 3 kids. My wife wanted children I never did and still do not. Is what it is. I tell my young guys to take leave and schedule it with a civilian physician. Only cost $300-$400. Only had one so far take me up on it and I drove him to the appointment.

Actually it was a combination of age, hit 28 and I quit dipping Copenhagen. I was 180 pounds when I went out on a float and came back at 230. Not really. I did a complete financial break down with my wife and showed were I would actually be better off even after the divorce rape and child support.
