Women don't have full choice over adoption or safe haven. If the father objects, it's a no-go. Women do have slightly more leeway only for the fact that the child will suffer in the end if they have too many restrictions in giving it up when the father is unknown or can't be located. Women whose children end up in foster care absolutely are evaluated for child support. I don't know where you get the idea that the state doesn't seek support from mothers. They absolutely, positively do.

They can only drop off the kid IF the father doesn't object. It's not some God-given right. A woman who gives birth has no guatantee she won't have to support that child. Can it happen? Yes. Is it a right or guarantee? Absolutely not. Women DO NOT have the option of giving birth but not supporting the child.

He's also signing away his potential child before birth. Not just before birth but at 3 months or less gestation. So, what if he changes his mind? Is he screwed for life? I have known several men who changed their minds in latter pregnancy or after birth. Do we even let potential adoptive mothers sign away their babies before birth? I don't think so.
