Just to clarify I meant "politically" Libertarian. A lot of people think that Muslim societies ran via a heavy centralized government with the Caliph running the show and everyone answering to him. With regards to Shariah there is evidence as far back as Imam Shafii where various edicts were given to a specific locale due to situations only occurring there.
