In Punjab, The literacy rate is 75%, with male literacy being 80.23% and female literacy 68.36%. In India, 82.14% for men and 65.46% for women. I would say most people in Punjab who are illiterate are old people who had to stop school to help their families or very poor people. Women are much less likely to go into higher education in Punjab than men and are expected to get married and not work although that mentality is changing pretty fast.
