There are plenty more examples if you care to look it up and see for yourself. And yeah if a law made to protect people harms others due to a design flaw then I want it fixed so no one is harmed. Explicitly stating "without regards to physical ability" sound like those lazy zero tolerance rules. You say the amendment is used to protect people, but currently it is at the expense of others.
