Many people in the modern feminist movement are working not only on the issue of women's rights and sexism but also homophobia/LGBTQ issues and racism/ issues for people of color. I've heard this be called intersectional feminism, but I've also seen that term being used for people who aren't working on.LGBTQ issues. The woman you saw may have been expressing solidarity or trying to show that her movement is involved with the LGBTQ community.

Another thing to point out: this year, it became easier for women than men to be hired in STEM fields. The idea behind hiring someone who might not be quite the most qualified person is the same rationale for affirmitive action in colleges. Since the bill defines gender identity as "the gender-related identity, appearance, or mannerisms or other gender-related characteristics of an individual, with or without regard to the individual’s designated sex at birth," men and boots are protected against harassment based on their gender.

The bill's text protects students from harassment based on "a student’s actual or perceived sexual orientation or gender identity," so if a straight male is being bullied because he is straight then yes, the bill protects him.

If a queer or trans person is bullying a classmate, this bill would protect that classmate if they are being bullied due to their real or perceived orientation or gender idenitity. If that is not the reason they are being bullied, another law, such as the Americans With Disabilities Act, might protect them depending on the circumstances.
