I disagree, military and civil services are by far not on the same level. Thisris why civil services are becominng more attractive every year for the men and this is why the military wants to make civil services as unattractive as possible. Every able bodied man first get. conscripted to the military, and then you can opt-out by doing civil services. The mechanism behind it, military conscription, is bad though.

I doubt that the main goal of the new definition was including men as possible victims. It was neither a goal to explicitly include men, nor to exclude men. The goal was to change it from a gendered crime to an ungendered crime, so that all victims of rape would be recognized as such.
