Not the case in my experience either. The vast majority of catcalling is done by lone men on street corners; when intelligible it is phrased as a compliment similar to what you had considered saying in your post.

I think 12, 8 of which were from dating apps. I’m 24 Most of my first dates have been fairly average coffee/dinner/bubble tea dates. When I was 18-20, comments on my appearance from random older guys (visibly older than about 25) always just made my day a tiny bit worse. It is never an innocent compliment, they are very transparently hoping to gain satisfaction from having talked to a younger woman. It always just felt slightly gross at the time
