I think the police should have to do more training with simunition. It's basically playing paintball using your standard issued weapon with a quick modification to prevent it from firing lethal rounds, and only fires the simunition. Though it shoots 2-3x faster than paintballs, and will definitely break skin if you're not wearing body armor.... it's a good incentive to not get hit. I think if cops had to train with that a few times a year they'd be less jumpy and quick to pull a trigger.
