3	Rape investigations should proceed with assumption that men are guilty; believing that the allegation is false and should be proven is a "misplaced belief". I get torn about this subject. On one hand - I can hear that claims of false allegation are very low. That would mean, unless I'm especially dense about this - that men who are accused don't contest the accusation very often. That speaks volumes, in a world where DNA evidence is science fact.
