If you do other research it is said that if it is not cleaner properly or regularly and odor can start, a build up of smegma can occur, in males that smoke urine has carcinogenic properties which can cause issue. Parents do have to use warm soapy water to clean it. Usually happens on it's own in a bath... You also say most cases, so, in some cases it is necessary. I specifically said in my example that like a hair cut circumscision is not needed. A specific reason to not getting one.
