It is felt as relative relief because the intensity has dropped BUT ADDITIONALLY there wasn't a significant sharp drop, which causes additional pain. The heat flow is proportional to the temperature difference between two interfaces (Fourier's law). There is pain associated with heat flow so a higher instantaneous temperature difference (eg a 7-0 vs a 7-6 or a 6-0) will incur a sharper and more intense pain sensation. Also, besides the fact that you may or may not be experiencing what they marked as "7/10" on the pain scale, there is also the difference that you are putting in your entire body, not just your hands. Much of the temperature sensing apparatus involves not sensing absolute temperatures but rather temperature gradients, i.e. temperature changes, change as a function of time or as a function of space throughout the skin.
