Yeah, usually a minimum for damages caused to others. Lots of states don't require you have coverage for damage to yourself/your car. In illinois, its a $1k fine. https://www.valuepenguin.com/minimum-car-insurance-required-your-state

I don't think the police should have to bother with insurance checks. I know states require it, but I don't see why that has to be part of their routine.
