We don't allow children to choose to do any other life changing things at 13, like get tattoos, drive, drink, have sex etc so why allow irreversible genital mutilation? It isn't difficult to imagine where a boy gets told that if they don't 'choose' genital mutilation then they won't be getting college funding from their parents.
