I think you're right in saying that it is used as a proxy for general fitness. However, my point still stands, it doesn't matter if it is used as a proxy - then give a test that would be more indicative of the job. Make a test and then put the minimum time as a cutoff - if this makes more men than women be able to do the job then it is just too bad.
