The problem with a big punishment is that it would scare some people out of reporting. Imagine if you were actually r_ped and when you went to court the judge was an old college friend of of the person who r_ped you and now your a r_pe victim and serving time for "false accusations". it's a shitty situation that I cant come up with a good solution for
