Typically if you act as a father figure to the child then the child's parent is entitled to child support. As for contact with the child, that's decided either between the parents or if they can't agree between the parents and the courts. It sounds like your friend needs to start family court proceedings for contact. At this point a paternity test isn't useful.

The thing is that police in the UK aren't required to search for evidence of innocence, or to acknowledge it. They're only required to do their job which is to turn a detection into conviction.
