Nobody is advocating for murderers to pay simple fines you ignoramus. The idea is that a rich person can pay all the $50 parking fines, impound fees, messy lot fines, speeding tickets, etc they want. It's pocket change to them. But for a poor or middle class person, those same fines could break them.
