I try to adopt that fun attitude but it feels for me like I don't get much attention from women, where as my buddies seem like they have LESS fun than me, but they take action and talk to girls, plus they are more experienced than me. I get that I'm stifled but I can't get over the hump of approaching.

Man.. U really spoke to my soul.. Had this girl from work as well that I saw legitimate future with, only to get rejected softly thru making excuses when i suggested to meet up, and closed it thru texting, I'm really struggling to move off of her even though we're friends.

Im currently dealing with this myself. I would say to you to improve your game, even pay someone to "get the ball rolling". No matter how much i hear about "everyone's journey is different, just focus on your progress", I can not help but to compare myself to my friends and people my age in general.
