Following that link gives you a page that says only moderators can access. I've been puzzling about the sidebar for a while, until I came across the answer in another subreddit. When you are new you get a new design of reddit and the sidebar is not included. You have to switch to the old design to see it. According to this other subreddit sidebar content has to be moved into its own text widget by the moderators for it to be seen in the new design. That doesn't seem to have been done here.
