no this is literally diplomatic immunity. Diplomatic immunity is provided to Diplomatic workers that have to work in another country on behalf of their home country. this immunity is provided to their immediate family that joins them. Probably late to the party, but it has nothing to do with any explanation given. The reason is to make the prisoners visually see that they a criminal like everyone else so if you jus stole something you are associated and treated like a murderer. Its mor of a psychological thing than anything else. While i agree that this should be applied across all prisons or none.
