Generally speaking it's not a good idea to pay for things. There are exceptions, but generally it's a way to lose value very quickly. It's a logistics question. Don't ask if she's free, ask what she's doing, if she has to get up early it lowers your chances of a close. Always ask: Who are you here with? Where do you live? What are you doing tomorrow?

That's actually how I generally consider a make out. If it happens on the dance floor or near the bar, rather, out in the open for everyone to see, I usually just move on. I agree with you, it does depend. Generally, as long as you continue with push/pull, it's fine. Push/pull is what builds the tension, not the make out. So in my opinion if you are going for the full on make out, ALWAYS be the first to break the kiss-- this is just harder to do with a really hot girl.

You'll probably get downvoted for this but I tend to agree in most situations with a hot chick (hotter than an 8). A small/short kiss is okay, but a full on make out generally leads to LMR/a blow-out if you're going for the f-close on the same night.

In my experience it has worked on everything from college aged girls to women in their early 40s, it's a universality and I think that's why most of the community (not necessarily /r/seduction) takes it as gospel.
