The prosecuter likely didn't want to go forward without her testimony. Rape has a very low conviction rate.

It's worth noting that she would face scrutiny testifying because she was A) Drunk and B) had consentually slept with two of them prior. That doesn't mean it didn't happen, but it's understandable why she might not have wanted to testify.
