I've always thought that they should held accountable. However, there are people out there that believes that nothing should happen because it will deter real victims from reporting. I've had this happen twice. Both times I didn't realize that they were giving me their tales of money woes in an attempt for me to offer cash to them. I just listened and wished them luck with their issue. Then they were pissed that I didn't open my wallet as a response.
