It should be a concern, actually. If you don’t care about making a woman feel safe and comfortable around you, I think you have bigger problems than just “increasing your odds of success”. Also, note that I did mention that it’s okay to talk to women, but just to be aware of social cues and signs that a woman doesn’t want to talk to you. Yes, possibly, but unfortunately as a woman you must err on the side of caution for your own safety. Edit: I also don’t believe that being in public automatically means you’re open to people coming up and talking to you.

I think you missed the point of my original comment so allow me to clarify. There's nothing wrong with approaching people, however, be aware of yourself, your surroundings, and take the woman's reactions into account. If you're in a bar or a club, this is the kind of scene you go to to meet people and talk, so 100% approach if you feel comfortable (but if she isn't receptive to your advances though, maybe back off). I'm a woman that likes to walk alone, eat alone, read alone, and sit in a park alone.
