Perhaps this story isn't an example of "angry feminist getting shut down by government fine" but instead a case where a law was passed that mandated hiring practice instead of employment practice, and that was a bit silly? She's probably not upset about the fine because, while she did promote 11 women and 5 men to senior officials, there are still more men than women, and the men are paid more. In fact, there was specifically a rule passed to allow this correction of imbalance, but it was passed after the promotions were made.
