Or would she be more privileged given that there are so many government aids directed at her solely because of her race and gender in realms such as education or health? I agree that retaliation from police is a big (if not the biggest) reason men don't report DV from their female partners. There are feminists who genuinely care about this issue. Perhaps you could find one, open a dialogue with them, and expand their view on the issue.

So white privilege is not universally a thing. It's situational. That's true within the US too. Correct. If men are privileged because they're less likely to be the victim of sexual assault, then are women privileged because they're less likely to be victims of all kinds of assault (sexual or otherwise)? Yes. Privilege is a complex phenomena that is affected by a broad intersection of factors, such as socioeconomic status, gender, race, ethnicity, sexual orientation, geographic location, etc.
