This is not true. There is no historical documentation that indicates that voting rights were tied to the draft. Firstly, white property owning men could vote before a national draft even existed. Secondly, black men (and others) served in the military and were drafted for decades before they had the right to vote. There is also no historical documentation or evidence saying women didn’t want to vote because they feared being drafted.
