I agree that having had voting rights for 3 months, women would have little to no experience in using their legal rights and power... but that was close on 100 years ago. Let me take a stab at this. If someone were accused of robbing a gas station and he appeared in front of the judge youre saying that we should not assume anything? But that already implied that he is innocent. If we judge based only on evidence and the store had no camera and the teller was off having a smoke and wasn't watching the store then there is no evidence to say that he is guilty.
