Feminism is a movement that strives towards gender equity, not to put women forward at the expense of men. However, the implication is not that all men or all women do the thing being talked about, the original statement is usually in the context of "Based on my personal experience with men, I have noticed that a common trend is X." To claim "not all men do X" is to completely derail an argument about a systematic problem that women have been subjected to/have noticed.
