Strawman, receiving government aid does not require that you be near poverty. Goals are important since they let you measure progress, which if done right can show you if you aren't doing something optimally. This absolutely makes sense. Only speaking from experience however, too many managers seem to be more focused on justifying their own purpose in the company rather than improving anyone or anything. I've worked at places that had more managers/supervisors/chiefs/superintendents/senior/leaders than people actually doing the work.

Some of the most red pill people you'll meet are, ironically, women, especially ones with long experience of working slightly above other women. They hate listening to complaints for issues that are becoming increasingly trivial as the global living standard improves, thanks to the sacrifice of millions of largely male laborers in all aspects of industry.
