I don't think that's the case at all. It isn't necessarily men's fault, as I've noted in other posts, often times mothers teach these toxic behaviors to their sons (boys don't cry). But a man who is grown and still acting in toxic ways is doing so of his own volition, and he is at fault.

The force that built western civilization also caused some horrendous atrocities. "Toxic masculinity" refers to the negative aspects of it all, like violence against women. The term is imperfect, but the idea that "men can be dicks, and sometimes train other men to believe that dickish behavior is what makes them a man, so maybe we should stop that" is sound. Also, rap videos are very much American, so that would make racist in a few ways.

If your argument is that many who use the term are misusing it, I can't argue otherwise. And clearly the term tends to hit some exposed nerves.
