The concepts are really hard to explain and english is not my first language, but roughly negative freedom means that there are simply no restrictions placed on an individual. This is what people in the USA have in mind when they talk about freedom. Maybe you are right about what he is trying to do with this sakresian thing, but I don't like how he shows the clip so many times, one time would be plenty enough, especially because it is an out of context half sentence that does not really provide anything of worth for the viewer.
