This term is rather childish, and seems to me very compulsive. I believed at first that it was used to refer to tyrannical men of the past, or even very recent men who caused great atrocities. But the term is used figuratively by embittered, malicious and vitriolic females to try and sully men they don't approve of. So it's basically a derogatory term.
